Liverpool City Region Talent Match Programme – Invitation to quote for delivery of a programme of Therapeutic Service
Liverpool City Region Talent Match LCR Programme, funded by UK SPF Levelling Up Fund and Youth Futures Foundation, is seeking to procure services to enhance our offer which support young people aged 16-24 who are economically inactive and/or socially excluded to progress into training, education, or employment.
We are seeking providers to deliver the following services between April 2025 – March 2026 with Immediate Start in April following Appraisal and Interviews.
· Lot 1 – Therapeutic Services and/or Counselling Sessions
This service will be delivered across the City Region and receive referrals from the Talent Match team.

Stage one
Advertising
Lot 1 will be advertised on the MYA website for 14 days.
It will also be advertised using the following mailing lists and networks:
· Talent Match and MYA’s contacts
· VS6 Membership (inclusive of LCR CVS’s and other infrastructure originations within the Voluntary and social enterprise sectors)
· VOLA membership
· Community Foundation Merseyside
Assessment
All applications will be assessed by a panel of no less than 3 people.
All panel members must have declared all conflicts of interest in advance via MYA Declaration of Interest form.
Assessment process:
1 All application forms will be initially assessed on their eligibility to receive funding and their ability to demonstrate that they have met the essential criteria.
2. Applicants who have not met the essential criteria or eligibility checks will not be further assessed or scored.
3. All applications that have met the essential criteria and eligibility checks will then be fully assessed and scored.
4. Total scores will be based on a combination of price (25%) and quality (75%)
5. Quality will be scored using the scoring system set out in the application form.
6. Each panel member will score each application separately.
7. Each panel member will add up the total score for each applicant.
8. Each panel member’s score will be added together to form a grand total for each applicant.
9. A maximum of 3 applicants will be invited to stage two interviews.
Stage two
Interviews
Each applicant will receive a letter/email inviting them to an interview which will set out the key areas of assessment for the interview, evaluation and scoring system.
The interview panel shall be made up of the same people who completed stage one assessments.
Interview Process
1. Each panel member will score each applicant’s interview individually
2. Each panel member will add up the total score for each applicant
3. Each panel member’s score will be added together to form a grand total for each applicant.
4. The scores for stage one (application form assessment) and stage two (interview assessment) will be added together.
(Weighting: 50% application form, 50% Interview)
5. The organisation with the highest score will be awarded the funding subject to sign off the SLA.
All organisations interviewed will be informed of the outcome, including the successful bidder, and will receive a copy of the scoring matrix. Unsuccessful organisations will be offered verbal feedback in relation to their application.
The successful applicant will be informed verbally and in writing. Successful applicants will be presented with an SLA to be signed within 5 working days of receipt.
Managing conflicts of interest
Conflicts of interest will be dealt with in line with MYA’s Procurement Conflict of interest guidance and Declaration of Conflicts of interest form.
Time frame
Advertisements uploaded onto MYA’s website and will be circulated by MYA to the partners above on Friday 14th March 2025.
Application forms will be available to download from MYA’s Website.
The deadline for completed applications will be 5.00pm on Friday 28th March 2025
Applications will be assessed Monday 31st March 2025
Shortlisted applicants will be interviewed via Teams on Thursday 3rd April 2025
Successful applicants will be informed Friday 4th April 2025
Following completion of relevant SLA documentation, service delivery will begin on Monday 14th April 2025
